Why should this player be punished?: This player broke the law duty of care as a Sergeant TFO. You can find that the Complaint Committee concluded that this claim is true in the IA which was sustained (332266-VYECQ-25). It is undeniably fact that he is deserving of a punishment as a rule was broken.

and the law broken is 4.2 Duties of a Law enforcement officer
Any Law enforcement officer who fails to carry out any of their duties to the best of their ability commits the offence of failing to carry out duties and is liable for punishment. Duties of a Law enforcement officer include but are not limited to acting in the best interests of the city, acting in accordance with the Paralake Police Department Code of Ethics, acting in accordance with any orders given to them by a Law enforcement officer who is senior in rank and acting in the safest way possible.

1 - You don't disclose anything about someones demotion / IA internally - Complaint policy 2.8 which states "The details of complaints are bound by a confidentiality agreement which extends between the complainant, the subject of the complaint, the investigators, the Professional Standards Department, the Complaint Committee, and the Chiefs of Department."

The user was already punished enough. There is no reason to issue a server punishment over it and is quite honestly extremely petty from you to suggest such action.
