The user does not have a Forums account, so I will try to contact them through steam and give them 48 hours to reply.

After reviewing the evidence and talking to the user on Steam, I can conclude they broke 3.3. They admitted that they broke 3.3 as they are new to the server and were not aware of the rule. I will be issuing a warning for 3.3.
