Why should this player be punished?: 3.4 - Whilst being under gunpoint, stalled to surrender and pressed their panic leading to their death
Also after watching the clip I noticed he was talking a lot trying to attract more attention

There were no commands given to stop talking, and I don't believe there is any clear stalling (other than standing still to use panic) happening in this video, but pressing your panic button while under direct gunpoint was not a smart decision and resulted in your immediate death.
