Why should this player be punished?: player stand on shootout for almost 3 mins instade of leaveing slums he just stand and put hes life on risk

why are you handling the ar there is no rule break, aloo gp me and says hands up but had to run away due to being rushed by cops, i stayed putting my hands up following the order he gave me knowing that he could come back any second to the roleplay scenario. i stayed there as ididnt know aloos intentions with me (im not telepathic) and was just complying with his orders as normal. he also never issued me the order to leave the area which is once again why i stayed after he told me to put my hands up.honnestly this ar was just made for malicious purposes in response to the ar that i made on him and this ar should be dealt with in the other ar as its same situation.

i told you put your hands up to make sure you didnt get gun from car

i dont have to tell you leave you had many chances to escape from shootout since i was at ff department/other side of slums but instead of leaving you just sit there and watch the shootout its very clear on 3.4 rule https://prnt.sc/--auhwlm_RJX

i was going to make the AR anyway but thank you for going to demos and record all the what happend and saved my time
 


The user kept his hands up as instructed, and he kept them up through the entire situation as there were always shots being fired, cops nearby, or raiders who were clearly cooperating with the person who instructed him to put his hands up in the first place close to him. What's even more relevant, in most of the cases where he raises them, Aloo (the person who initially told him to keep them up) is visible to the user. Also, if he had decided to run, he would have had to do so either to the back of the building where raiders were for a large chunk of the time and could easily return, or to the crossfire between the police or the raiders. Given the circumstances, standing there seems like the safest option, and therefore 3.4 was followed. Reviewed with @Bnjemann and @Medium .
