Why should this player be punished?: Both players broke 2.5 and 3.4 by invloving themself in a shootout they were unrelated to and started shooting at me randomlyת I asked the people that were raiding and they were unrelated to them

Can you elaborate, why did you decide to shoot the police officer here? If you were flanking for someone during a raid, who were you flanking for (name the user(s))?

Rule 3.4 covers general areas of when it is acceptable to risk your life. Along with 3.6, it attempts to ensure that whenever you would do something reckless with your life which might put it in danger, that benefits outweigh the drawback. For example, it would be beneficial to risk your life by raiding a property in exchange of possibly benefiting a large sum of items, possessions, or drugs. You would, of course, not do this if you knew police were nearby.

In this case, engaging yourself in this shootout brings you no benefit, you are not certain why you are shooting cops, if you are helping in a raid, or if you are simply shooting a police officer that came to help another police officer. If it was a raid, this would mean you're now facing the raiders, defenders, and police force at the same time.
When you involve yourself in a shootout, it must be for your own benefit, such as helping a friend who is being raided. Here you put your life at risk where benefits were next to non-existent and risk was very high, all you did was get DNA on the police officers body, which could've been easily avoided.

In the future, ensure you only involve yourself in shootouts which benefit you and benefits outweigh the risk. This goes for whenever you would risk your life.
