Suggestion Title: Add Road Crew radio messages for certain actions
Suggestion Description: Add certain auto-messages sent for some actions: (like when you go on-duty as Police)
- Joining Road Crew: Road Crew Worker [Name Lastname] is in service.
- Quitting: Road Crew Worker [Name Lastname] is out of service.
- Impounding a vehicle: I have impounded [Owner's name]'s Tesla Model S.
Why should this be added?:
- Will alert Police when RC becomes (un)available.
- Will let other RC know there's someone else that could be responding to the same calls, so they can coordinate.
- Will allow Police to monitor RC and have a log of vehicles being impounded.
What negatives could this have?:
- Chat noise for uninterested officers.
- Increased scrutiny by Police, which sometimes don't know that RC can impound cars without their approval (per rule 4.4)
