Adding rule 4.15

What rule do you wish to Add: 4.15 - Knowledge of the map by government employees.

Your version of the rule: All government employees should have at least a basic understanding of Paralake and where certain areas are.

Why do you believe this rule should be Added/Edited: There's been a few times when I, or other people, have had to call for a medic/officer/fireman to a specific area, to get the response "I don't know where that is" which is why I'm suggesting that there should be a rule stating that government employees should have at least some understanding of how the map is laid out. @Prepper also recommended that I make a suggestion for this rule.

I agree I hate when a medic goes "Where is that?" On the Radio. This would help a lot when a Fire fighter or Medic and or even an Officer is needed in places that are hidden such as the rocks.

When I read and started to reply to this I initially thought it's addition was unnecessary and not needed because it was already covered by Rule 4.3 but after further consideration and thought I think we'll be adding this as a clause to the newly amended version of 4.3 (more info shortly). Thank you for your suggestion.
