Suggestion Title: Allow stalburg tunnels to be opened outside of robbery
Suggestion Description: The stalburg tunnels apparently can't be opened outside of a bank robbery, this is a horrible idea and has caused issues. We can get to it from bank air vent but that's kind a meh way of going about it.
Why should this be added?:
- Allows for fires behind the gate to be put out
- Tunnel hobo RP
- New ways to get around and explore
What negatives could this have?:
- Could make entering bank slightly easier during a raid?
What problem would this suggestion solve?: Prevents fires in parts of the map requiring admin, lets people explore who don't do criminal rp, and gives new navigation routes improving movement.
