Suggestion Title: apartments
Suggestion Description: we need another apartment in the city

Why should this be added?:
- the apartments in the city when the server fills up are all bought and as well as all the other ones as well

What negatives could this have?:
- not really anything as it would be a benefit for the whole server

What problem would this suggestion solve?: a lack of bases/housing when server fills up

A new map is in the works, where housing will be different. It will not change in the current version.
Staff regularly check that properties are being used, and release them to the market if they aren't.
