Why Should This Player Be Punished: User violated rule 2.1 (Play realistically), rule 3.3 (Realistic actions) and rule 4.1 (follow the law). User, as a speed enforcer, ran down a suspect who was unarmed and running, knocking him out and could have led to his death. In doing so, the speed enforcer also hit me, a fellow officer. After the situation user broke 3.24 by speaking about OOC matters in voice chat and claimed that 'Voice chat is actually OOC'.
