Why Should This Player Be Punished:
severe breach of 3.3: during a fire, he proceed to place wooden barricades next to a fire even though he knew they would catch fire and started throwing food in the fire as well as his mobile.
3.4: running close to the fire that could cause injury or death to himself which is unnecessary.
4.3: not performing his duty correctly in order to protect other police staff & citizens.. even allows a citizen to run into the fire.
Misc: Not sure what law to put under but he was yelling "put this on tooter" (correct me if this isn't breaking a rule).
