This player ran into an active crime scene and threw a grenade at several officers and civilians(one of them died). I believe he broke rules due to the fact he risked his life for little reason to no reason(player also died in the situation). If his goal was to free his friends from jail-time, he killed one of them which was counter intuitive. None of his friends were actually jailed too.
