Why Should This Player Be Punished: The player stated above walked into the PD, joined the que and then decided to punch people for no reason. By doing so he broke 2.1 due to it being unrealistic for someone to start punching someone for no reason, especially inside the PD where the desk officer could see this. You could also argue that he broke 3.21 due to the NPC being their as well as 3.4 due to him being arrested for the crime and it was committed where the NPC could see it.
He then got arrested by the police :
