The officer had broken four rules, two of those being the ones which you had stated. The other two which I believe were also broken by the said user are 4.3 tying closely in with 3.3. Perhaps it's just a new person making a noob mistake, but they should've read the rules beforehand anyway.
Estimation of rules broken:
- 3.3 - The following reason for the breakage of this rule is primarily the fact that the user had not realistic drove on the road along with him not acting in the situation appropriately, by stepping out of the vehicle and making sure the driver of the opposite car (John) had not suffered from any severe injuries which would require immediate assistance, then to proceed with blocking off the road in a correct way which would not significantly delay the traffic and lastly calling for the roadcrew to go on scene and deal with the car.
- 4.1 - This is rather simple and sweet, as the user had not followed the traffic laws which apply to everyone, most definitely the police force which then caused for the accident to happen.
- 4.3 - As mentioned previously, this ties in with 3.3 as the user had not taken the appropriate actions to deal with the situation which had occurred because of his rash actions in trying to take a turn when John was driving as he had priority at that point. He had not performed his duties to the full extent of making sure the victim was okay, the road was blocked off to prevent any further incidents and that the car damage had been dealt with and instead the user decided to leave
- 6.5 - By driving into John's car he had engaged in a roleplay situation with another user which would require for him to take part but instead the user had decided to leave, possibly to avoid the situation?? The reasoning honestly can't be given as the guy himself hasn't told us but from what we have seen, we can imply that the user recklessly drove which resulted in the collusion where to avoid any form of punishment or interaction to do with an incident caused specifically by him.

Regardless of what the verdict is, the player should be punished and perhaps a refund should be made however I believe the punishment shouldn't be exactly severe as it seems the user might be new and might not know what they are doing or they should be guided by a staff member/explained what you can and cannot do.
