This idea incorporates both a clarification of rules and some new functionality.
As a rule, to issue an arrest warrant, you must have seen the person's full face long enough to be able to confidentially remember the name floating above their head.
For functionality, to promote realism, and to help balance the rule, when an arrest warrant is issued, Police Officers should get a notification on their phones which includes an image of the wanted person's face; this should be the only way to recognise a wanted person meaning that the word "Arrest Warrant" should no longer be displayed above a person's head, and the person's name should not be made known to the Police Officers.
