Would you be OK with someone approaching you and punching you at random? Did he put himself in a position where he is bound to be punched or did you force him into that position without him doing anything to warrant it?
I hope this clarifies things a bit.

How the heck is a single punch considered "excessive negative impact"? Is that the same as shooting someone? Robbing them? Killing them? No, it isn't. I threw one punch. If the guy had ignored it, I would’ve walked away. Instead, he started hitting me repeatedly, and I responded naturally. That’s not random violence... that’s a standard heated escalation.
Considering how often random punches, fights, attacks, and crashes happen in this city - literally every hour - I’d say not only is this normal, but most players accept it as part of the environment. Otherwise, we’d be reporting non-stop.
Every example under rule 2.5 mentions killing -> yet no killing occurred here. This wasn’t random, it was a direct confrontation, a challenge. If this kind of interaction is against the rules, then how exactly do you expect any tension, stress, or conflict to play out in the city? If we’re not allowed to touch each other, then what’s the point of initiating anything? Are we supposed to only die in raids?
If this is truly the interpretation of 2.5, then the guidance needs serious updating! Because right now, it’s vague, inconsistent, and punishing players for behavior that’s both natural and common.
Additional Information: And honestly, try playing for just a few hours and you’ll see how disconnected this "resolvement" is from actual gameplay.

Also... I don’t understand why you always close cases without allowing replies, assuming your half-answer covers everything. It doesn’t. The same thing happened when the “Admin” closed the chat on me while I was still completely baffled, and that’s exactly what led to this dispute. If you want players to respect the system, you have to respect the players enough to let them speak.
