It's happened to me before, ask him to rejoin. Works for me!

Make sure he does the following;

• Has Counter Strike: Source Content
• Has Half Life Episode: 1 Content
• Has Half Life Episode 2 Content
• Has re-logged

Should work if he has all of those. If not contact Steam Support,
or

Seems to be fixed for Mario now, mostly has to do with the CS:S content you are using. Consider buying CS:S instead of grabbing the content of it on some website.
