Description of the bug: officers can pick up bobby pins instead of confiscating them

How to reproduce the bug: just by clicking e on a dropped bobby pin and you can pick it up instead of confiscating it

I honestly don't know if this is a bug and i wanted to make a suggestion, but to me it looks like more of a bug that none was bothered with, but there's cons to this bug that officers can literally raid you with bobby pins

This is not a bug. A bobby pin is not an illegal item, and therefore any job can pick them up.
