Suggestion Title: Buff unmarked BMW M3
Suggestion Description: Vehicle only goes around 88mph and handbook says it goes 97
Just like (https://perpheads.com/threads/buff-the-marked-rtu-bmw-340i.76017/#post-542927) but I couldnt find anyone who has suggested a fix for this yet

Why should this be added?:
Because its wrong according to handbook

What negatives could this have?:
- Not really any negatives

What problem would this suggestion solve?: It would make handbook correct

Can't have it going above 88 for obvious reasons.

I do feel the unmarked vehicles/police cars in general could use a speed buff, since 99% of the playerbase drives a car that can outperform cops (coming from a civ main). + from me.

99% of the time theres multiple cops that have the ability to create roadblocks or place road spikes. No need to make them out perform cars people saved up for to then also have the ability to get road blocked/spiked.
