Description of the Bug: "Basic training" policy from the mayor.

How to reproduce the Bug: Just get it active, go on medic or any other job, do ur job and u get like 15x the exp u should. As a medic i got 60% of my exp for deleteing a body, from being a paramedic - im a supervisor paramedic within 5 minutes ...
