Description of the Bug: Being ragdolled by vehicle does not stop dragging

How to reproduce the Bug: Ragdoll both police officer and cuffed person and it won't let them go, happened when I tried to ragdoll a cop to get a cuffed person undragged so they could jump in my vehicle, but that just didn't happen for some reason
