Description of the Bug: Billboard hasnt applied image after server restart but has still taken my money and states in logs that the image should be uploaded onto it

How to reproduce the Bug: im not sure, other billboards worked its just the city garage, fire department and the city park that are bugged

Time Stamp: discovered it was a bug at 12:30 25/02/2026

Errors: The billboard states its available for advertisement despite saying it should be displaying the advertisement

logs stated above have been verified by collier, also:
- My friend Xuno successfully placed the highest bid
- The billboards can't be purchased today even though they are blank despite being bid on
