Description of the Bug: Cell doors are not all working while PD raiding!
How to reproduce the Bug: Multiple PD raids have been done with my org and others, and we have all run into the same problem: only a couple of doors open at a time and not all of them for some reason or none at all.

Errors: Not every PD jail cell door will open, allowing all the players in cuffs out while the PD is being raided
Media: no clip, but u can ask Leonardo Snow and Jack Locks about the issue, as I was mainly watching the flank
