Description of the Bug: Chop Chop did not spawn a car in

How to reproduce the Bug: Full breakdown of what i did
>Parked at subs parking near metro
>Started it
>theft hard
>The person said the license plate is UNKNOWN (might be gameplay feature)

Time Stamp: 14:50-15:30

Errors: All the parking spots that i checked did not have a car in them

I will also quickly note that i drove around the map a good 3 times and didnt find it
