Description of the Bug: Confetti cannon triggers Dispatcher response on NPC interaction

How to reproduce the Bug: Have a confetti cannon equipped (or in your hands) and it will trigger the Dispatcher message for every government employee to see that there is an armed individual at the given location.

I saw some silly billys walk into bank with this knowing this was a thing, and Whilst i was clearing it i got shot by a pistol cop making me think i was being shot by them, so in the process i ended up shooting confetti cannon man.

Ngl, I see how the NPCs mix them up for weapons, considering I almost shot several who think it's funny to stand outside the PD lobby door, pointing it.

I literally shot someone for this one time. I was on the scene with a 9.2 suspect and a dude came up screaming “HANDS UP HANDS UP” he ended up dead because of it lol

If something is funny enough and nobody is upset.. 3.4 disappears all of a sudden

I remember back then (This was like a really long time ago, 2 or 1 year ago that like I was dealing with something at slums. And then I see someone pointing that fucking confetti cannon at an officer, and I legit shot him because I thought he was holding a cop at gunpoint lol.
