This is intentional, the meth recipe was changed to use Epheda instead and Ephedrine was changed to "Expired Ephedrine" and made no longer obtainable.

I am assuming Fredy patched something live on the server to disable buying it but the NPC option to buy it will remain until the server properly updates on the next restart.
