Description of the Bug: McUwes Cook doesn't show in City Employment

How to reproduce the Bug: Open city employment app, McUwes Cook is not shown with all other jobs.

Courier and Taxi should also be missing if we're being honest. Or maybe rename that section to "Job Board" and instead of saying how many people are on what job, just have it say which jobs are currently hiring.

If it's intentional it's not there then that's fine, but it mainly serves as a way to tell other players if a job is occupied so I figured it'd make sense to be there for gameplay if not for realism/mayor policy. I figured I'd put this in though because it does stand out just in case.
