Description of the Bug: More then 15 medical items in your inventory

How to reproduce the Bug: When you get 15 medical items in your inventory then go on duty, go to storage and stack your medical items up to 15 again, then you get off cop you will have more then 15 medical items in your inventory I tested it with 7 bandages, 7 stims and 1 splint, then got on duty, stacked my bandages up with 7 again and now i have 14 bandages, 1 splint and 7 stims in my inventory. (bug got reported by szczurek
