Description of the Bug: New warrant system-Not allowing you to place Remarks ETC for those on lower resolutions then Native

How to reproduce the Bug: Go on a Resolution That is lower then your native(i used 1280-800)
Go on duty and go to the computer and bring up someone's profile
Attempt to write a remark.
You will see that there is no Submit button,causing you lose the ability to place remarks.
