Description of the Bug: Org system (ally /rivel

How to reproduce the Bug: just try to ally while been the 2nd highest rank or same rank as founder but the Founder is not online. You will be given a text message on right down corner saying "No active member was found to accept it"

All members with the relevant permission to manage relationships can send ally/rival requests and remove existing relationships. They can not accept incoming requests if they are not the owner.

Only the organization owner can accept incoming requests. This is intended behaviour.
