Description of the Bug: Road spikes hitreg is ass

How to reproduce the Bug: Try to use road spikes on a vehicle at different areas and angles and it will simply just not spike the vehicle. This has happened on numerous occasions and is just incredibly inconsistent.

Looking back at it now, it turns out Courier's vehicles cannot be spiked but the road spikes do still have pretty bad hitreg anyways
