Description of the Bug: Salaries stay after mayor leaves job

How to reproduce the Bug: Recently, the salaries have persisted at the amount the most recent mayor set them to, despite there being no mayor. This can result in the city budget being drained despite having no mayor

There is also the issue where not only the salaries stay the same, the job slots aren't resetting anymore. I believe it began happening the same time as the salaries started to remain the same after the mayor left. One of the issues I have noticed with this is with no mayor and job slots lower, it's stopping players from joining the slots when there isn't a mayor to increase them. This can be challenging for dispatch especially when completing their probationary dispatch observations
