Type of Bug: Lua
Description of the Bug: Mayor sets tax to 25% but it becomes 75%
How to reproduce the Bug: 1. Set Firefighter slots to 1 for Chris Flynn
2. See if any PLPD are using Unmarked or Mercedes, they are not, useless plpd, remove policies
3. Set income tax to 25%
4. It becomes 75% and silly mayor does not notice until later, awkward 50 minute period of going back to the intended 25%
