Description of the Bug: Stuck when attaching wheel clamps

How to reproduce the Bug: Go to a car and attempt to attach a wheel clamp. Once the progress bar has completed, you won't be able to move unless you equip another item. Furthermore, the clamp doesn't actually attach.

This is part of a bug that's been happening today, it seems anything that usually temporarily freezes the player now will sometimes permanently freeze you, you need to re-join if this happens.
