Description of the Bug: Taxi does not charge fear price

How to reproduce the Bug: Become Taxi driver, set a fare price and drive someone. The fare price is not charged. The $100 entry fee is.
I always use a Toyota Prius taxi, so maybe it's specific to that one?

Adding to this, it seems that if there are 2 people it a taxi, it will change one of them! The other is not charged. But if there is only 1, it won't charge at all. Both occupants get charged the taxi entry fee. I have not been able to determine if the person it decides to charge is always the 2nd one to get in.
