Description of the Bug: Volvo 850R not upgrading.
How to reproduce the Bug: Have a Volvo 850R (or my Volvo 850R), take it to the correct NPC and you will only be shown that you can upgrade the Speedometer and nothing else. This car has not been upgraded and maxes out at 40Mph
