Description of the Bug: veiko npc is bugged allows me to upgrade car although car isnt parked

How to reproduce the Bug: park were im parked and then try to upgrade your car and it should allow you {aint tested cuz i aint gunna spend 150k to try]

It doesn't allow you to - it comes up with that text but if you try to proceed it then says "well, where's your car?" or something along those lines. Same premise as when the Roadcrew says "I don't work on running engines".

ah ok but i think it should say '' were is your car'' normally when you dont have the car near it thats how i remember it saying

Your vehicle is in the distance. It's more likely it recognizes the car there, it might not allow you to upgrade it though.

Upon testing this myself, I tried upgrading my car when it wasn't there and I just got the usual dialogue of "whoa De javu"
