Suggestion Title: Builder Stick
Suggestion Description: Make the builder role have their own stick with commands. Like admin but commands that they can use to build such as removing props and resizing props. It would be useful and actually help whoever has the builder role to make something

Why should this be added?:
- It makes it easier for the builder to build what they want.
- It will be proper useful to obtain something like this
- It would make building faster and more efficient.

What negatives could this have?:
- Abuse by some builders

What problem would this suggestion solve?: This will benefit the builders who have this role and make it a whole lot easier for them

Or a similar idea:
Make a tool/command to be able to load in pre-sets for an apartment, eg. if it's an rp apartment or house, it can load in the props pre-placed when you saved your props.
This can also be used for defences and can only be used inside a gang/self-owned apartment to save time.
However, this can only be applied when your door is:
a) not being picklocked/crowbarred a minute prior to placing the pre-set
b) the door doesn't have a c2 on the door

And if the door is already open, it can only be placed if:
a) There are no cops inside
b) There are no rivals inside
c) There are no drugs inside
d) Nobody is in the place where the props are.

And finally if nobody is in the place the props are.

In their current state, the scale tool is a development tool only as it can be quite destructive if not used properly. Limiting it would be a lot of work just for builder. The same goes for many other customization tools right now. You can pick up items you place so remover tool is also not needed.

We have plans to increase customization with props sometime in the future, so I'd say wait for those.
