Can't access site/server-Connection timed out

hey, basically I can't access the site forums.tfdidesign.com and their servers. Says connection timed out and doesn't work with any browser.
Main points:
-Tried firewall, antivirus, flushing dns cache, clearing browser data, restarting router.
-Worked fine last week. I was also able to get it working for a couple of minutes today but it suddenly stopped working again.
-Works fine if using mobile network
-Doesn't work on my iPad that is connected to the same network as pc.

Please help me.

Have you tried a "Hard Refresh" by holding & pressing CTRL + F5

Probably an issue on their side to be honest.
