Suggestion Title: Carfire Rework
Suggestion Description: Remove the RNG from most car fires, and make them consistent and more frequent.

Civilian cars can no longer catch fire after a standard wreck. However, all vehicles that crash hard enough to receive a bodywork tier will catch fire shortly after the crash as currently happens. Additionally, shooting a disabled vehicle enough (Like, a lot) would cause it to catch fire. An optional addition would be to make vehicles that will catch fire smoke, and you can use a fire extinguisher to put it out before it fully catches.

Why should this be added?:
- Car fires being random makes gameplay more inconsistent, but not always in a particularly fun way. Making them be the result of player actions more directly helps players prepare for, and even start situations that can lead to more interesting gameplay.
- Adding the triggerable fire to the disabled vehicles also gives people in fights a way to flush someone out of cover. If someone is just hiding behind their disabled car, with enough damage, they'll eventually be forced out.
- These are more likely to occur on the highway, and giving RTU a greater variety of RTC incidents that require better incident control would likely be welcome from their side
- The results of these fires will be a greater opportunity for emergent roleplay situations as a result

What negatives could this have?:
- People could shoot a car a ton in the bazaar garage for no reason and blow up a ton of cars.
- Fires could be obstructive to gameplay (Although I think that's a positive)
- Would be problematic if there were no firefighters on
- Additional punishment if your car is tiered by someone hitting you recklessly

What problem would this suggestion solve?: Car fires are cool, firefighters need more fires, and RTU managing road closures for more than 2-3 minutes is cool to see. On top of that, car fires being completely random also just feels a bit odd.
