Yes because almost all modern cars are fitted with catalytic converters, that transform toxic pollutants into less harmful variants, however air quality isn't the only factor in pollution, for instance recycling(which has decreased 33% since last year according to the mayor's office) we throw many reusable plastics into landfills which take hundreds of years to degrade and lead to new raw materials being wasted to produce more plastics, which leads to more energy consumption meaning more CO2 emissions etc
