Suggestion Title: Civilians and LEO be able to do CPR
Suggestion Description: This should be added so civilians and police do CPR

Why should this be added?:
- I want civilians to do CPR as it is possible in real like and a good idea for the server.
Is because it would help the paramedics jobs on responding to a situation
It will help people in different situations
It might save peoples lives when no paramedics are online and firefighter to respond to a life causing situation

What negatives could this have?:
I can't think of any negatives so let the others make them.

Cops should fully be able to do CPR. I know itll take away something from FF but police officers should know how to do it. I'd say to make a compromise with FF maybe make it like CPL+ or something so it's slightly fair.

I mean I think any cop should be able to do it, there are situations where there is no FF and only say one medic online but a ton of officers, it's only cpr for cops so not like they can heal the person they pick up just apply first aid like in real life.

Hmmm I was thinking like there should be another genetic for cpr or you need a specific level of firefighter too acquire to do cpr like i don't know specialist maybe

Instead of limiting CPR to a police rank, have it only be half as effective as any medical personnel doing it. Would incentivize prioritizing firefighters and medics over a cop or SS doing CPR.

I personally dislike rank limiting anything as essential as this. Civilians and cops should never be able to revive by CPR, only Firefighters. It would benefit everyone to let a firefighter do their job as a result, if they arrive before paramedics. It would reduce the chances of reviving slightly since there is less time to give CPR to a body, but it would help in keeping people alive before they arrive.

There is already a skill relevant for this, all it would take is re-using it.
As for civilians, have CPR scale by first aid skill, maxing out at half as effective as medical personnel. Starting from 10% to 50% effectiveness (max)

Main issue I see is that if anyone other Fire Fighter can revive it might shift the Crim-Cop dynamic. Not sure if it will though.

Also, considering there is a limit to how much CPR you can give, Fire Fighters will most likely never get to the place in time to do anything.

No. Make it traffic, not because traffic W but traffic generally should be expected to be able to provide first aid as we are the primary responders to atleast first aid incidents and car accidents.

I think CPR should be inclusive for evreyone considering it's a useful tool. Giving it only one division even though this is something that evreyone can do isn't really fair.

I feel like allowing police and fire to use CPR just makes sense. For regular civilians, I'd implement a paid training course that can be accessed at the hospital. Once completed, you can use CPR with limited effectiveness (compared to emergency services.)

If a cop shoots me, To be brutally honest with you, I'd rather die. Making it easier for police to revive me is going to be really annoying.
