Having a proper way to quickly clip a situation and use it as evidence for a report can be very beneficial to you and the Staff team. Reports get handled much quicker when they include evidence and they also take way less time to solve. The entire situation is right there in front of us!
As a matter of fact, the Staff team cannot complete certain reports if there is no evidence available from both sides, which forces them to either review the demo which can take up to an hour or make the reporting player do this themselves, which they simply won't unless they really want the other player punished.
Some players do not have anything set-up or don't know how to set it up. This guide is for them!
There are plenty of options to choose from and I will get into four of them in this guide. (With more added in the future should they become popular)

If you know more common clipping software that people actually use please do reply to this thread so I can add them in the future.

Medal is the easiest to setup and the fastest to use. Medal uses their own website to upload and view clips which makes the clipping process very smooth and perfect for Roleplaying servers such as PERPHeads.
It is downloadable on their website, found HERE.
When setting up Medal you will be prompted with a few things, first you need to make an account for which you can use your Discord account or any other option that you prefer.
After logging in you will have to fill in some personal information such as your Username. After that you will be shown several things to customize your experience. Below are some images and my recommendations on what settings to use.

For this setting, I recommend 2 minutes to fully capture the situation and its context. You could also choose to do Full Session Recording and use their Bookmarking function to cut out specific sections of the clip. This does however eat up storage space and 2 minutes is usually more than enough. We do appreciate full session recording as it will allow us to view all of the context during a report so turning this on is a plus!
Next you will get some settings that are personal preference until you reach 'Set Up Your Recorder'

For this setting, I recommend using Standard quality or even High Quality if your PC can handle it. Anything below this is not recommended as the quality will be bad to the point of the Staff team not being able to read out character names or license plates.

For this setting, I recommend to check 'Record Microphone in Clips' as your voice commands are just as important as the game audio. I highly recommend leaving this on.
The next few settings are again personal preference.
After doing all this you will be put on their home screen. From this moment on you can now use Medal! Press the key bind you chose to clip your game and click the clip that shows up in the Medal application.

You will see this.
This is where you can edit the clip to cut out excess video material. Use the yellow sliders on the camera roll to trim the clip.
On the right you can choose a Title for the clip, but this is not mandatory.
After trimming it to fit the situation, click 'Share' at the bottom right and then click 'Post to Profile'

Then finally click 'Post' in the bottom right of the screen that popped up.
From here, you will automatically copy the link to the clip which will look like this:

You are now ready to use Medal! This will make the lives of the Staff team a lot simpler as they can now do your reports quicker!
You can customize the bitrate and quality by clicking your selected quality at the top of your screen and then clicking 'Custom'.

Shadowplay is one of the most used pieces of software for clipping game moments and for good reason! It is very stable and comes pre-installed with your NVIDIA drivers if you have a NVIDIA GPU. Sorry AMD users.
It can be downloaded by clicking HERE.
Shadowplay can be accessed by pressing ALT+Z after downloading. You will be greeted with this overlay:

There are several functions within but we will be focusing on 'Instant Replay'. Click this option and then click on 'Configure video capture'

This tab will pop up with a few settings. Feel free to copy mine, this is what I prefer when clipping in PERPHeads.
Desktop capture will capture your desktop when you are tabbed out, this means it will capture EVERYTHING on your screen. Keep it PG, alright?
Instant Replay length is the length of your final clip. I recommend setting this to 2 minutes or higher.
Quality decides how high the video quality is. Anything Medium up is acceptable.
Resolution should be set on in-game.
Frame rate decides how many frames per second will play in your clip. I recommend setting this to 30 FPS or higher)
Bit rate is pretty important for video quality, you can manually put this up but the default 22 Mbps from Medium quality is fine.
After doing all this go back and make sure 'Instant Replay' is on.

Now you can use Shadowplay to clip your gameplay by pressing ALT+F10 (can be customized further in the settings, click the cog at the top of the main menu and click 'Shortcut Controls')
However, this only clips your gameplay and does not trim and upload it. For this you need to use a 3rd party program to edit the video or use Windows their built in trimming function! I will show the latter here!
Open the file location of your clip, which can be found by clicking the clip after pressing ALT+Z and then clicking the button below:

After doing that, find the file you need, right click it and open with 'Photos'

Next, click 'Trim' in the top left of the new window that opened.

You can then trim it however you like by using the sliders below the video.

After this click 'Save' at the top right of the window. Now you can upload it to YouTube or Streamable and send that link in your report!
