Description of the Bug: Roadcrew doesn't get paid on impound
How to reproduce the Bug: 1. Car is clamped (in this case, it was police who originally put it).
2. Get the car to impound, unattach hook.
3. Speak to the NPC to impound the car.
4. Car is impounded, but you don't get paid (bank or pocket), and you also don't get a message.
