Main idea: Allow dedicated spaces for couriers to park

Description: now that courier has become all fancy schmancy it would be nice for couriers to be able to park outside the place they're dropping the package off at. I think it'll feel more like a city vibe and look very pwetty.

Pros:
- Would replace useless areas such as disabled spaces with some useful spaces
- Saves packages from being stolen (idk if you can actually do that)
- stops delivery people from illegally parking in areas where it is difficult to do so if there are no spaces available.

Cons:
- they're just able to walk from where they want to the place
- louise will get angry for putting her time and effort into these pictures if the idea is not accepted

Make sure disabled spaces do exist for the mentally disabled people whom make a significant portion of the Paralake population.

That's exactly why there's no law against parking in disabled spots since the PLPD and server know what's up
