Suggestion Title: F3 availability when orgless and more functions to F3
Suggestion Description: Title basically.
Able to open F3 menu when not in an organisation.

Could also consider adding a recruitment page where you can advertise your organisation on the 'dark web' so you can advertise that you grow drugs without breaking the rules. Could completely abolish the Forum for applying to organisations if made integrated with the F3 menu, that part of Forums kinda dead anyways.

Could adjust the missions to also include browsing the organisation advertisements for new players.

Why should this be added?:
- We can check leaderboards when orgless
- We can browse around orgs when orgless
- 'Legal' way to advertise your crime organisation

What negatives could this have?:
-  dev work
- Paid advertisements become less useful

What problem would this suggestion solve?: Not being able to view the leaderboards while orgless and F3 being unfriendly for new players

Dark web idea is pretty cool tbh, although they could make it an app on the phone/you could just advertise it on twooter.

Actually a great idea. I find F3 functionalities tha you mentioned without being in an org as a great opportunity to improve the F3 menu.
What i like the most is that new players can see available ORGs that are recruiting.

Something that I thought of is that it takes away some of the first experiences for new players, like meeting new people, asking around for orgs, even creating something new with the random person they just met. I feel that simplifying that process will take a big social part for them.
