Friend cannot connect

Hello to all.

I've invited a friend to join the server and he can't connect. His message on the server list says Server is not responding and if he connects via console, this is what pops up.

We have no idea what could be, because me and my brother have connected without any trouble.

His local IP is -snip-

Well, this happend to me a long while ago to many servers. The things he could try are:

• Re-install Garrys mod
• Wipe his PC and re-install windows
• Try downloading all server content correctly (Found Here)

I'd just try to disable windows firewall or any firewall he has on his PC.
If that's not an issue, it might be due a security thing on his modem/router, possibly blocking that IP or port for whatever reason.

What he also could try:
Open command prompt and run this command
ipconfig /flushdns

He should also try to connect to the perpheads IP(and not the name) using console.
That can be done as such:

Open the console
type connect 151.80.47.13 (should be it)

If nothing works, just let me know and you can dig deeper into the network CMD commands
