Trying to Connect from Non-Residental IP

I've been away from Dark/CityRP for years, and have been craving a return recently. I just downloaded Gmod, sorted out the texture issues and tried to join the only server that seemed worth my time - Perpheads. I use a cloud PC, so the IP I connect to games with is never residential. Upon attempting to join, I'm met with a message stating "Your account needs more time on the server before it can join from anything other than a residential IP address". I can't connect from a residential IP at all, so I'm wondering if a staff member would be able to add some sort of exception specifically for this case.
