how can i buy a basic planter

you normally have 2 basic planters in your storage, u can find ur storage in ur property or use the public storage in the city by hospital

You should spawn with two, if you lost them, you can craft or buy them from other players (ask around at bazaar)

the above^ BUT. If you want to BUY them, you will have to ask players in character to purchase Basic Planters lr advanced ones. They are player crafted and cannot be bought from npc’s.
