Hey, are your settings set-up correctly in your settings > sound, try selecting your desired output device as your sound output.

If that is all correct, go to your voice settings and make sure voice chat is enabled and that the volume bars there are high enough.

Then if all that doesn't work, try going to your steam voice settings, make sure its all set up correctly there and then restart the game.

Also try putting "voice_gain_max 10" in your console, this should strengthen other people's voices towards you.
